وضعیت بشردوستانهٔ جاری در غزه به‌طور فزاینده‌ای ناامیدکننده و دلخراش است. هزاران غیرنظامیِ بی‌گناه – ازجمله کودکان – کشته شده‌اند. مقیاس تخریب بسیار عظیم است.
خشونتی که در ۷ اکتبر با حملهٔ وحشیانهٔ تروریست‌ها به‌رهبری حماس به غیرنظامیان اسرائیلی آغاز شد، به حملات هوایی و زمینی مداوم اسرائیل تبدیل شده است که غزه را هدف قرار می‌دهد – حملاتی که تاکنون به‌قیمت ازدست‌رفتن جان نزدیک به ۳۰٬۰۰۰ تن تمام شده است.
من به‌عنوان یک انسان، برای همهٔ انسان‌های بی‌گناه اسرائیلی و فلسطینی که در این درگیری جانشان را از دست داده‌اند، سوگوارم. حس من با احساس اکثر کانادایی‌ها مشترک است و ترکیبی است از شوک، وحشت و انزجار.
این احساسات در صدها ایمیل و تماس تلفنی پرشور از طرف رأی‌دهندگان به دفتر من در نورث ونکوور پژواک یافته و روی آن و تأکید شده است.
شور و احساسات شدید
این مناقشه در بسیاری از نقاط جهان در میان افکار و عقاید شکاف ایجاد کرده است و کانادایی‌ها نیز از این قاعده مستثنی نیستند. شور و احساسات در کانادا هم با افزایش یهودستیزی و اسلام‌هراسی بالا گرفته است؛ موضوعی که از سوی بسیاری به‌عنوان یکی از نگرانی‌های اصلی مطرح شده است.
در این زمان بحرانی بسیار مهم است به خودمان یادآوری کنیم که به‌عنوان یک کانادایی واقعاً چه کسی هستیم.
این کشوری است که کانادایی‌ها آن را بر اساس مدارا و چندگونگی بنا کرده‌اند. کشور ما کشوری است که در گذشته مسیرهایی برای گفت‌وگو به‌سوی راه‌حل‌هایی یافته که برای همه مفید بوده، و باید در آینده نیز چنین کند. ما نمی‌توانیم اجازه دهیم کانادا به سرزمینی تبدیل شود که درگیری‌ها در سایر نقاط جهان به درون آن کشانده شود.
این موضوع، آخر هفتهٔ گذشته از سوی یک راننده‌تاکسیِ منطقهٔ نورث شور در مسیر فرودگاه بین‌المللی ونکوور به من تأکید شد. او گفت آخرین چیزی که ما نیاز داریم این است که درگیری‌های مناطق دیگر را بدون انتقاد وارد کانادا کنیم.
کانادا باید بهتر از این باشد. ما باید بکوشیم تا نمونه‌ای باشیم از اینکه چگونه افراد با پیشینه‌ها و مذاهب مختلف شیوه‌هایی می‌یابند نه‌تنها برای زندگی‌کردن در کنار هم بلکه برای کشف مسیرهایی برای گفت‌وگوهای سازنده و ثمربخش.
علاوه بر این، ما هرگز نمی‌توانیم وضعیتی را تحمل کنیم که در آن اعضای جوامع یهودی یا مسلمان در کانادا از امنیتشان به‌دلیل وضعیت کنونی خاورمیانه بترسند.
یک دولت فدرال مسئول باید به‌دنبال هدایت‌کردن کانادایی‌ها در میانهٔ این درگیری، و رنج و احساسات مرتبط با ازدست‌دادن عزیزان باشد – به‌شیوه‌ای که موجب اتحاد شهروندان شود.
قوانین بین‌المللی باید حاکم باشد
کانادا باید مشارکت خود در این موضوعات را بر اساس احترام کانادایی به قوانین بین‌المللی بشردوستانه بنا کند.
کانادا به‌صراحت حملات حماس در ۷ اکتبر و تلفات وحشتناک جانی و ارتکاب اعمال خشونت‌آمیز مذموم در این حملات را محکوم کرده است. ما رفتار غیرقابل‌قبول حماس با گروگان‌ها را محکوم کرده‌ایم و خواهیم کرد و به درخواست و تلاش برای آزادی فوری و بدون قید و شرط همهٔ گروگان‌های باقی‌مانده ادامه خواهیم داد.
ما همچنین می‌بایست در این‌باره شفاف باشیم که اسرائیل باید به قوانین بین‌المللی بشردوستانه احترام بگذارد. غیرنظامیان و زیرساخت‌های غیرنظامی باید محافظت شوند.
نشانه‌هایی مبنی بر برنامه‌ریزی اسرائیل برای حملهٔ زمینی به رفح در جنوب شهر غزه بسیار نگران‌کننده است. حدود ۱٫۵ میلیون فلسطینی در این منطقه پناه گرفته‌اند. اثرات یک عملیات نظامی گسترده بر غیرنظامیان فاجعه‌بار خواهد بود. واضح است که هیچ جای دیگری برای غیرنظامیان وجود ندارد. کانادا بخشی از یک اجماع روبه‌رشد بین‌المللی است و از دولت اسرائیل می‌خواهد که این مسیر را دنبال نکند.
نیاز به کمک‌های بشردوستانه در غزه هرگز بیش از این نبوده است. کمک‌های بشردوستانهٔ سریع، ایمن و بدون مانع باید به غیرنظامیان ارائه شود. دیوان بین‌المللی دادگستری به‌صراحت گفته است: اسرائیل باید از ارائهٔ خدمات ابتدایی و کمک‌های بشردوستانهٔ ضروری اطمینان حاصل کند و باید از غیرنظامیان محافظت کند. بهای شکست حماس نمی‌تواند رنج مداوم همهٔ غیرنظامیان فلسطینی باشد.
آتش‌بسِ پایدار
اگرچه کانادا تنها قدرتی متوسط در جهان است، اما دولت فدرال ما فعالانه برای آتش‌بس پایدار تلاش کرده و خواهد کرد.
این باید شامل همهٔ طرف‌ها شود که یک گام به عقب بردارند. هیچ آتش‌بسی نمی‌تواند یک‌طرفه باشد. حماس باید سلاح‌های خود را زمین بگذارد و همهٔ گروگان‌ها را فوراً آزاد کند. اسرائیل باید برای پایان‌دادن به رنج و آغاز روندی برای پرداختن به صلح و ثبات بلندمدت، مایل به گفت‌وگو باشد.
کانادا از حق فلسطینیان برای تعیین سرنوشتشان حمایت می‌کند. ما در طول تاریخ به همکاری با شرکای خود در جهت صلح عادلانه و پایدار در قالب «راه‌حلِ دو کشوری» متعهد بوده‌ایم و متعهد می‌مانیم؛ راه‌حلی که در آن اسرائیلی‌ها و فلسطینی‌ها بتوانند در مرزهای بین‌المللیِ به‌رسمیت‌شناخته‌شده ایمن زندگی کنند.
بازتاب دقیق همهٔ دیدگاه‌ها
من درد و رنج عمیق بسیاری از افراد در جامعه‌مان را، به‌دلیل شاهدبودن اتفاقاتی که همچنان در خاورمیانه رخ می‌دهد، درک می‌کنم. من [هم] از هجوم این احساسات مصون نیستم.
با این‌حال، پیشنهاد می‌کنم که همهٔ ما بکوشیم فضا و شهامتی برای تأمل دقیق در دیدگاه‌های همهٔ طرف‌ها در این درگیریِ بسیار پیچیده، پیدا کنیم.
کانادا باید برای یافتن راه‌حل‌های کوتاه‌مدت و بلندمدت برای این فاجعه نقش سازنده و مفیدی را در سطح بین‌المللی ایفا کند.
من به‌عنوان نمایندهٔ شما در پارلمان، عمیقاً متعهدم که شخصاً تمام تلاشم را انجام دهم تا اطمینان حاصل کنم که کانادا شریک متفکر و سازنده‌ای در پیشبرد اهدافی است که همهٔ ما به‌عنوان یک انسان و نیز به‌عنوان یک کانادایی به آن استناد می‌کنیم.

Reflections on the tragedy of Gaza
The ongoing humanitarian situation in Gaza is increasingly desperate and heartbreaking. Thousands of innocent civilians – including children – have died. The scale of destruction is enormous.
The violence that began October 7th with the brutal attack by Hamas-led terrorists on Israeli civilians has become a sustained air and ground offensive by Israel targeting Gaza – at a cost of close to 30,000 lives thus far.
As a human being, I grieve every Israeli and Palestinian innocent life that has been lost in this conflict. I share with most Canadians an overwhelming mixture of shock, horror and revulsion.
Those feelings have been echoed and amplified in hundreds of passionate emails and phone calls from constituents to my North Vancouver office.
Intense passion
This conflict has divided opinion in much of the world and Canadians are no exception. Passions have been running high in Canada – with rising antisemitism and Islamophobia being raised by many as a major and malevolent concern.
It is critically important at this time that we remind ourselves who we truly are as Canadians.
This is a country that Canadians have built on a foundation of tolerance and diversity. Ours is a country that has in the past, and must in the future, find pathways for dialogue towards solutions that work for all. We cannot allow Canada to become a terrain on which conflicts in other parts of the world are fought.
This was reinforced to me last weekend by a North Shore Taxi driver on the way to YVR. The last thing we need, he said, is for us to uncritically import conflicts of other regions to Canada.
Canada must be better than that. We must strive to be an example of how people of different backgrounds and different faiths find ways to not only live together but to discover pathways to constructive and fruitful dialogue.
Moreover, we can never tolerate a situation where members of Jewish or Muslim communities in Canada fear for their safety because of the situation in the Middle East.
A responsible federal government must seek to lead Canadians through this conflict – and through the pain and emotion associated with the loss of life – in a way that seeks to bring citizens together.
International law must prevail
Canada must base its engagement in these matters on a very Canadian respect for international humanitarian law.
Canada has unequivocally condemned Hamas’ attacks of October 7 – the appalling loss of life, and the reprehensible acts of violence perpetrated in those attacks. We have and will continue to condemn Hamas’ unacceptable treatment of hostages and we will continue to call for and work towards the immediate and unconditional release of all remaining hostages.
We must also be very clear that Israel must respect international humanitarian law. Civilians and civilian infrastructure must be protected.
Indications from Israel that it is planning a ground offensive into the southern Gaza city of Rafah are gravely concerning. About 1.5 million Palestinians are taking refuge in the area. The impacts on civilians from an expanded military operation would be catastrophic. There is simply nowhere else for civilians to go. Canada is part of a growing international consensus urging the Israeli government not to go down this path.
The need for humanitarian assistance in Gaza has never been greater. Rapid, safe and unimpeded humanitarian relief must be provided to civilians. The International Court of Justice has been clear: Israel must ensure the delivery of basic services and essential humanitarian assistance and must protect civilians. The price of defeating Hamas cannot be the continuous suffering of all Palestinian civilians.
Sustainable ceasefire
Though Canada is but a middle power in the world, our federal government has been pushing actively for and will continue to push for a sustainable ceasefire.
This must involve parties on all sides taking a step back. No ceasefire can be one-sided. Hamas must lay down its arms and release all hostages immediately. Israel must be willing to engage in conversations to end the suffering and to begin a process for addressing long-term peace and stability.
Canada supports Palestinians’ right to self-determination. We have historically been committed to, and remain committed to working with partners toward a just and enduring peace in the form of a two-state solution, wherein Israelis and Palestinians can live securely within internationally recognised borders.
Careful reflection of all perspectives
I recognize the pain and the anguish wracking so many in our community as we witness what continues to unfold in the Middle East. I am not immune to those feelings.
I would suggest, though, that we all try to find the space and the courage to carefully reflect on the perspectives of all sides in this extremely complex conflict.
Canada must play a constructive and helpful role internationally to find both short- and long-term solutions to this tragedy.
As your MP, I am deeply committed to doing all I can personally to ensure that Canada is a thoughtful and constructive partner in advancing goals that we all, as human beings, and we all, as Canadians, ascribe to.
